This piece is demonstrating that our government is set apart from us. They are very disconnected from what is really going on in our society. While the world around civilian life is crashing down, there are still living comfortably. Even though they can see it happening, its not affecting them, so they aren't as concerned as they claim to be. The target audience is the body of citizens in the United States that are not involved in the government. It speaks to many lower and middle class people. It summarizes the idea of a disconnected government, one that doesn't care what is happening to the people, only how they are able to maintain their lifestyles. They use fire and tornadoes as conventionalized images here. Those two things almost always symbolize destruction in the minds of people who have any experience with them. Also, both of those things could be seen as a metaphor, most likely for the economy.
