The argument being made is that a women is in
control of her body and her decisions, not a man. Even despite who the man is, one should be in control of one's self. It challenges the existing order because there are common moral debates about a "woman's place" and pro-choice verses pro life. The target audience is society it self, maybe just men however women differ on these morals as well in today's society. The art covers her mouth and private areas. It expresses the idea that's what's on her body belongs to her and no one can take that from her or take control over it. This applies to rape, domestic violence, prostitution, etc. Things that break a woman's mind as well as her everything else! Because of ideas like "she dressed a certain way so she was asking for it" is not an excuse for forced sexual intercourse. The woman is usually the one who deals with the aftermath such as unwanted pregnancy or even a disease. The conventional image of covering her personal parts is also used to express the authority to let in who she wants and out who she wants. Yes, this piece of art represents pro-choice--the woman has the choice to abort a child. No one knows what a woman might have gone through to be put in a position to make such a difficult and nerve-wrecking decision. The ribbon saying "Not Yours" is the visual symbol of control/authority. Others, especially the men, must respect that. There's not really any syntactical indeterminacy that the audience have to interpret. There is small writing in the background that explains more than what you see, however, being a female you can get the gist of it by the ribbon.
